Company Safety Director Luo Zhiliang reported on the company's safety and environmental protection work in May and clarified the key points for June. Production and Operation Director Hou Yingjie arranged and deployed the 2025 "Safety Production Month" activities, mainly focusing on safety culture publicity, specialized safety knowledge training and examinations, identifying nearby safety hazards, comprehensive safety inspections, emergency drills, safety skills competitions, and other activities. The goal is to firmly establish a people-oriented, safe development philosophy, improve the safety emergency response system, further implement safety production responsibilities, and achieve the activity objectives of significantly enhancing employee safety awareness, significantly strengthening safety management, and achieving significant results in the rectification of accident hazards.
Hou Yingjie urged all units and employees to establish safety awareness, attach importance to equipment maintenance, prevent leaks, organize emergency drills, and improve safety skills. They should carefully organize comprehensive safety inspections, promptly, comprehensively, and quickly eliminate all types of safety hazards, and ensure safe production.

We must strictly follow the requirements of higher-level professional departments, thoroughly implement the "refined and precise" management philosophy, refine our work, solidify our actions, and ensure safety.
1. Deeply learn from the lessons of the "May 27 accident" and eliminate all types of hazards.
The "May 27 Gaomi Chemical Plant Explosion Accident" served as a wake-up call for Xiangwei. Analysis of the causes of this accident reveals human factors, equipment issues, and the impact of emergency response capabilities—all of which, ultimately, are safety hazards. However, because these hazards were not discovered and eliminated in time, a safety accident occurred. As a chemical enterprise with similar characteristics of "flammability, explosiveness, toxicity, and harmfulness," we must compare ourselves to the causes of the "May 27 accident," learn from it, check our current situation, fill in gaps, eliminate hazards, and form a closed-loop safety management system that is comprehensive, all-around, all-process, and around-the-clock, using the strength and maximum energy of all personnel to ensure intrinsic safety.
2. Treat company matters as your own and do them wholeheartedly.
Each employee is the head of their household and plays a crucial role. As a backbone force in the company, we should treat the company as our family and treat company matters as our own. With this attitude, we will have a sense of responsibility and initiative, and we will eliminate all kinds of hidden dangers in their infancy. We are vigorously carrying out safety awareness education for everyone, holding safety lectures, not only requiring employees to talk about safety in production work, but also encouraging employees to take the stage to give presentations. Not only should we be able to talk and act ourselves, but we should also influence and encourage those around us to talk and act.
We must conduct practical drills for major hazard sources, paying attention to the process and results. We absolutely cannot go through the motions or treat the drills as mere tasks, not just responding to what the government, company, and workshop "want us to do," but also constantly thinking about "what we should do" and "what we can do." We must understand the importance of practical drills from the perspective of the company, unit, and even individual life, master the use of fire-fighting equipment, and improve emergency response capabilities.
3. Increase the intensity of safety management assessments and improve long-term mechanisms.
Safety work cannot be relaxed for a moment. We should not just pay lip service to safety but put it into real action. We must grasp the key points and constantly pay attention to the operating status of key equipment and critical systems, and effectively carry out maintenance work to ensure that equipment and facilities are in good condition.
Effectively carry out hazard investigation work. Encourage employees to participate in the "Find Safety Hazards Around You" activity, mobilize everyone, carefully check for hazards, earnestly implement measures, and conscientiously carry out rectification. For reasonable suggestions made by employees that have proven effective, rewards should be given. The safety management department should further fulfill its management responsibilities, strictly implement safety regulations, and further improve the incentive mechanism. Units and individuals with outstanding performance in safety work should be rewarded. Whether it is the safety management system for finding and handling hazards or the various incentive measures for rewarding the advanced and urging the backward, they should be standardized and normalized to form a long-term mechanism and achieve incentive effects.
